A Preliminary Study on Overall Performance Management

[Abstract]Facing the problem that the present performance management which are carrying out cannot value the relevance between one anization and another, the best performance under the condition of planned nolinear, the overall performance of connection between cooperative system and sub-system during different carrying out stage of the same task, and the problem that the public serving performance can synchronically meet the social economic development and the degree of public’s needs, this paper came up with the idea of adopting the overall thinking and method in performance management in order to improve the effectiveness of performance management and realize the whole, entire and sustainable management. This paper analyzed the meaning, characteristic and the crucial problems that are to be solved of overall performance management, and proposed several key problems of establishing overall performance management from the following 4 aspects： the structure of management, process of management , mechanism of management and ways of management.
