UnprecedentedobservationsofHurricaneIsabel(2003)atcategory5intensitywerecollectedfrom12to14September.Thisstudypresentsadetailedanalysisoftheinner-corestructure,atmosphericboundarylayer,seasurfacetemperature,andoutflowlayerofasuperintensetropicalcycloneusinghigh-resolutioninsituflight-level,NCARGPSdropwindsonde,Dopplerradar,andsatellitemeasurements.Theanalysisofthedropwindsondeandinsitudataincludesaprehensivediscussionoftheuncertaintiesassociatedwiththisobservationaldatasetandprovidesanestimateofthestorm-relativeaxisymmetricinner-corestructureusingBarnesobjectiveanalysis.Anassessmentofgradientandthermalwindbalanceintheinnercoreisalsopresented.TheaxisymmetricdatapositespresentedinthisstudysuggestthatIsabelbuiltareservoirofhighmoistentropyairbysea-to-airlatentheatfluxinsidethelow-leveleyethatwasutilizedasanadditionalenergysourcetonearlymaintainitsextremeintensityevenaftercrossingthecoolwakeofHurricaneFabian.Itisarguedherethatthebinedmeanandasymmetriceddyfluxofhighmoistentropyairfromthelow-leveleyeintotheeyewallrepresentsanadditionalpowersourceor"turboboost"tothehurricaneheatengine.Recentestimatesoftheratioofsea-to-airenthalpyandmomentumexchangeathighwindspeedsareusedtosuggestthatIsabelutilizedthisextrapowertoexceedthepreviouslyassumedintensityupperboundforthegivenenvironmentalconditionsonallthreedays.Thisdiscrepancybetweenaprioripotentialintensitytheoryandobservationsmaybeashighas35ms1on13September.

Conventionalwisdomholdsthatimprovedtornadowarningswillreducetornadocasualties,becauselongerleadtimesonwarningsprovideextraopportunitiestoalertresidentswhocanthentakeprecautions.TherelationshipbetweenwarningsandcasualtiesisexaminedusingadatasetoftornadoesinthecontiguousUnitedStatesbetween1986and2002.Twoquestionsareexamined:DoesawarningissuedonatornadoreducetheresultingnumberoffatalitiesandinjuriesDolongerleadtimesreducecasualtiesItisfoundthatwarningshavehadasignificantandconsistenteffectontornadoinjuries,withareductionofover40%atsomeleadtimeintervals.Theresultsforfatalitiesaremixed.Anincreaseinleadtimeuptoabout15minreducesfatalities,whileleadtimeslongerthan15minincreasefatalitiesparedwithnowarning.Thefatalityresultsbeyond15min,however,dependonfivekillertornadoesandconsequentlyarenotrobust.

Heavyrainfallfromtyphoonsortropicalcyclonesoftencausesinlandfloodingandmudslidesthatthreatenlivesandproperty.Inthisstudy,SpecialSensorMicrowaveImager(SSM/I)satellitedataobservedfrom2000to2004wereusedtocalculatetherainfallratesofdifferenttyphoonsinthenorthwesternPacific.Geostationaryweathersatelliteinfraredimageswerealsoappliedtoestimatethetyphoonrotationspeedviathemaximumcross-correlationtechnique.Byincludingsuchinformationinthetropicalrainfallpotential(TRaP)technique,animprovedtyphoonrainfallpotentialtechniquecanbeconstructed.Consideringthefactthatatyphoon'sspiralrainbandsmoveconstantly,half-hourlyorhourlyinfrareddataobservedfromgeostationaryweathersatelliteswereusedtocalculatetherevolvingspeed,whichwassubsequentlyusedtopredicttherainbandmovementoverthenexthour.AfterparingthepredictedrainfallpotentialwiththeraingaugedataofTaiwan'ssmalloffshoreislands,itwasfoundthatthisnewmethodcanimprovethetyphoon'saccumulatedrainfallbyapproximately40%overtheoriginalTRaPmethod.Therefore,toproduceamoreaccurateshort-termtyphoonrainfallforecast,itisveryimportanttofactorinthesatellite-estimatedstormrotationspeed.
